As a lobbyist, Rachel takes a proactive approach to client success, ensuring they make progress in even the toughest legislative environments. Her unique insights and attention to detail inform every aspect of a client’s approach to engagement at the Capitol – from developing legislative strategy and coordinating events with legislators to managing coalitions, crafting effective messaging and of course, cultivating meaningful relationships.

Rachel embraces the complexities of the organizations and issues she represents, lending her curiosity and intellect to all Goff Public clients. Working across multiple committee jurisdictions, with a particular focus on the environment, state and local government, higher education, and health and human services sectors, she brings a broad range of expertise to the team. Rachel places a high value on serving as a go-to resource for lawmakers in these spaces, providing the right information and making client connections to further their legislative goals.

Rachel’s knowledge of the Minnesota Legislature was acquired through her time as a public affairs manager at the region’s largest food bank, where she collaborated with partner community organizations and federal, state and local government leaders to advance hunger-relief policy and funding.

Rachel grew up spending summers on Lake Bertha near Pequot Lakes, Minnesota, and is proud to call Minnesota home after moving here in 2018 for graduate school. She now lives in Fridley with her husband and dog.
