Trust Rachel to be the voice of your organization at the Capitol.

Through years in the nonprofit world, Rachel is no stranger to navigating finance and policy complexities. As a lobbyist, Rachel brings a broad range of expertise to the team — including developing legislative strategy, planning listening sessions and events with lawmakers, managing coalitions, crafting effective messaging, and of course, developing meaningful relationships with lawmakers. Rachel places a high value on being a subject matter expert on the issues she’s championing, lending her curiosity and intellect to all Goff Public clients.

Previously, Rachel worked as a public affairs manager at Second Harvest Heartland, where she advanced the policy agenda of Minnesota’s network of food banks through advocacy, communications and direct lobbying. Through this work, she built relationships with lawmakers and organizations across the agriculture, environment, education, health and human services sectors.

Rachel grew up spending summers on Lake Bertha near Pequot Lakes, Minnesota, and is proud to call Minnesota home after moving here in 2018 for graduate school. She now lives in northeast Minneapolis with her husband and dog.
