Sheet Metal Workers Local 10 is a labor union representing thousands of workers across Minnesota and the Dakotas. Sheet metal workers focus on heating, ventilation and air conditioning, fire prevention systems, and indoor and outdoor surface metals in various commercial, industrial and residential settings.

The Goal

Sheet Metal Workers Local 10 wanted to improve indoor air quality and address rapidly aging infrastructure in Minnesota schools, particularly in light of challenges experienced during the pandemic. They desired legislation that would upgrade school facilities and ensure that the work was being done by qualified, well-paid professionals.

Our Approach

Our lobbying team built a robust suite of public affairs services to bolster Sheet Metal Workers Local 10’s profile and pass the school air ventilation legislation. Our work included:

  • Organizing targeted legislative tours of the Sheet Metal Workers Local 10 training facility to create a deeper understanding of the union’s work and impact.
  • Executing a proactive lobbying plan including bill and amendment drafting, testimony preparation, one-on-one legislator meetings, and navigation of the legislative process.
  • Acting as boots-on-the-ground representatives, from monitoring hearings and spotting defensive issues to engaging interested stakeholders outside the Capitol.

The Results

Sheet Metal Workers Local 10 and Goff Public successfully passed legislation to create an air ventilation program for schools with $1 million in seed money. Goff Public is working with the Minnesota Department of Commerce to implement the program, ensuring trained professionals are leading HVAC upgrades and replacements that will impact energy efficiency and air quality for thousands of teachers and students.
